Students may not illegally use, sell, possess, manufacture or distribute any substance prohibited by local, state or federal law, whether on or off campus. This includes but is not limited to illegal drugs and controlled substances including cannabis, narcotics, cocaine, heroin, prescription medications, synthetic cannabinoids or other drugs, and any chemical substantially similar to a controlled substance used to induce a mind- altering state. Please note that federal laws require ÏòÈÕ¿ûÊÓƵto prohibit the use and possession of cannabis on campus, regardless of current state laws, therefore cannabis remains an illegal drug under this policy. Students should be aware that it is unlawful to distribute prescription medication to other students for whom the medication was not prescribed. Also included in this is prohibition against possession, use, manufacture, distribution, or sale of drug paraphernalia or other items used in preparing or consuming illegal drugs.
The full professional resources of the University Counseling Center, ÏòÈÕ¿ûÊÓƵ Medical Clinic and all other student personnel services are available to assist any student to meet problems related to involvement with drugs. The university strongly urges that full advantage be taken of these services.

State, county, municipal laws and ordinances
Members of the university community are subject to all state, county and municipal laws or ordinances regulating the sale and use of illegal drugs, as well as the university regulations pertaining thereto. A person is expected to be responsible for his or her behavior at all time. Conduct that is in violation of the state, county and municipal laws or ordinances or the university regulations relating to the use of illegal drugs may involve the individual in student conduct procedures regardless of the action that may be taken by civil authorities. Changes in Wisconsin state law and/or in local ordinances may require changes to this policy.

Unlawful behavior or misconduct
Use of illegal, synthetic or counterfeit drugs or misuse of prescription drugs is not permissible as an excuse for unlawful behavior or misconduct.

Violations of the Drug Policy
Violations of the university drug policy are as follows:
• Category A:
- Use or possession of illegal, synthetic or counterfeit drugs and/or prescription medication not prescribed to the individual
- Use or possession of equipment, products, or material that is used or intended for use in manufacturing, growing, using, or distributing any drug or controlled substance, including but not limited to bongs, pipes, vaporizers, grinders, scales, etc.

• Category B:
- High-risk drug use, including:
- Harm to self, others or property while under the influence of drugs
- Drug use that requires medical assessment and/or transportation to medical facility
- Behavior while under the influence of drugs that has a negative impact on the university and surrounding communities
- Manufacturing or selling drug paraphernalia

• Category C:
- Providing or selling illegal, synthetic or counterfeit drugs/prescription drugs to others
- Manufacturing or producing an illegal, synthetic or counterfeit substance
- Manufacturing, producing or possessing an illegal, synthetic or counterfeit substance with the intent to distribute

Student Conduct Process
Students in alleged violation of the policy will be subject to the student conduct process. If during the conduct hearing sufficient information is provided for a finding of responsibility, the student conduct administrator will administer a brief drug use screening. Based on the responses to the screening tool, students may be mandated to complete a drug assessment with the substance abuse counselor, or other educational outcome(s). Drug assessments are not stand-alone sanctions, but they supplement additional educational sanctions levied by the student conduct administrator.

Sanctions for Drug Policy Violations
ÏòÈÕ¿ûÊÓƵhas established clear and specific minimum sanctions that result from violations of this policy. The sanctions are applied consistently and fairly. In every case in which the student has violated the drug policy, the sanctions will consist of a sanctioning level (probation, suspension, expulsion), an appropriate substance use intervention and a monetary fine. The following are minimum sanctions that correspond to various levels of severity and may result from a failure to follow the drug policy:

In accordance with federal law, the university may contact parents/guardians in cases of drug policy violations.

Drug-Free Schools and Colleges Act Amendments of 1989
This statement is provided to students, faculty, and staff as part of ÏòÈÕ¿ûÊÓƵ’s compliance with the Drug-Free Schools and Communities Act Amendments of 1989. Faculty, staff, and students who receive funding and other support such as grants, contracts, and certain financial assistance from the federal government may be subject to additional restrictions imposed upon them by the Drug-Free Workplace Act.
